"The State of Local Self-Government: Challenges and Prospects"

   "STATE OF LOCAL SELF-GOVERNMENT: CHALLENGES AND PROSPECTS"
   As part of a delegation of leaders of the Carpathian communities, Mayor Andriy Nayda took part in the conference "State of Local Self-Government: Challenges and Prospects", organized by the Association of Ukrainian Cities with the support of the U-LEAD with Europe Program in partnership with the Congress of Local and Regional Authorities of the Council of Europe, which was held in Kyiv from December 2 to 3.
The event brought together more than 350 representatives of local self-government, state authorities and international institutions.
   The attendees were welcomed by: Vitaliy Klitschko, Chairman of the Association of Ukrainian Cities, Kyiv Mayor, Oleksandr Kornienko, First Deputy Chairman of the Verkhovna Rada of Ukraine, Remy Duflo, Deputy Head of the Delegation of the European Union to Ukraine, Olena Tomniuk, Deputy Director of the U-LEAD with Europe Program, Head of the Regional Development Department, Mathieu Maury, Secretary General of the Congress of Local and Regional Authorities of the Council of Europe.

   During the Conference, three panel discussions discussed important issues:
- delimitation of powers of local governments and supervision of local authorities in accordance with the European Charter of Local Self-Government;
- budgetary support of communities in 2024-2025;
- good governance;
- energy sustainability of territorial communities of Ukraine;
- current problems of municipalities.
   It is gratifying that during the conference, the best communities were awarded.
   The Kaluska community received an award and gratitude from the Association of Cities of Ukraine (chairman — Vitaliy Klitschko) and the All-Ukrainian Association of Small and Medium-Sized Businesses "Fortetsya" (chairman — Oksana Prodan) as one of the best cities in Ukraine, which worked most actively towards the relocation of businesses and the acceptance of people from the zone of active hostilities.
   The winners of the competition to determine the communities that will be pilot and participate in the European project "Sustainable Network of Climate-Neutral Cities" (SUN4UKRAINE), funded by the European Union, were also announced. Among the 12 winning communities from over 100 participants, Kaluska was one! Overall, the conference became an effective platform for developing a common position of local governments of all types and from all territories, taking into account the position of representatives of state authorities and the experience of foreign institutions regarding tools and approaches to solving current problems of local government.
